BBC officials vehemently deny even the possibility, but viewers of ''Not a Penny More, Not a Penny Less'' may not feel terribly reassured. The obvious solution of co-productions gives rise to rumors that the BBC might have to sacrifice quality for the sake of bottom-line compromises with outsiders. Like most other broadcasting organizations throughout the world, the British Broadcasting Corporation has been coping with money problems as programming costs continue to increase.
